皇帝这样说：

呜呼！总务文昌，司会之名尤重；升荣建礼，内史之任弥隆。自非才气兼洽，声望允成，何自式管荣辱，对扬纶爵？惟尔大司宪护军窦元德，门烈克彰，地华合绪，践中和而立性，资文德以含章。礼固腾芳，儒弥擅宝，宠谋动于簪绂，令范光于廊庙。摄官宪府，励俗而挺嘉猷；受委王京，匪躬而输懿绩。效宣朝任，诚著周行，申其宽直之规，三摄捐益之任。因此命你为兼司元太常伯，勋官如故。去吧，要钦敬啊！你要供奉彝伦，式昭王度，勉励你忠正之诚，无忝恪共之表。纳吉之寄，能不谨慎吗？
