右，臣等见今日天德军奏事官王可度云，每有回鹘投降及城来捉得十人五人，缘不敢留在军城，问得事情后，便皆处置。伏以回鹘穷困，情亦可怜，屡有杀伤，恐伤仁化。望付翰林赐田牟、仲武诏，前后更有此类，便递送太原，令配在诸州安置，稍为允惬。未审可否？
