## 白话译文

朕听说有众人不能说弱小，有土地不能说贫穷，所以管夷吾用区区之齐，而诸侯九合。如今朕四海之大，亿兆之众，独不能擒庭凑、克融，而说物力先困，朕很疑惑。况且高祖、太宗的法令具存，德宗、宪考的旧章犹在，制诰接连颁下，选拔日日听闻，较量轻重，勤恤仁隐。而室闾益耗，县道益贫，职业坏隳，程品差戾，议论讲贯，殊无古风。难道朕听之不聪，而股肱耳目不得宣其效吗。先皇帝因卿有廊庙之画，倚以为相，眇朕小子，得而用之。卿应勉竭诚怀，副兹嘉属，不要龌龊，以伤先帝之明。所谢知。
