## 白话译文

龙在甲寅，永嘉发大水，损毁盐田。温州人说：“雨潦不止，请陈设牲豆，备好嘉乐，祭祀海龙，拣选时辰告庙，拜如常度。”顾况说：“不可。天降雨若此，是其冥数。天如果不停止，龙怎能停止？先王治理万物，祀典有常。如今海为川长，龙为介长，不应祭祀而祭祀，不合礼。举动不合礼，祭祀也不合典。败坏典章毁坏教化，是皋陶的大罪。温州夷越杂居，役敛烦多，都有远志，应昭明赏刑，谨慎吏则，勤而不懈，还怕不听从，而淫神贪福，海盗也将作乱，温州人恐怕不免吧？从前三王祭川，先河后海。而诸侯祭其疆内，季氏旅于梁甫，孔子讥讽他。如今海庙在温州，温州人岂可祭祀？神祸慢祉虔，丑回嘉直。驱迫穷民，索尽南邑，无其神以放纵，恐怕不可吧？三代祈求甘雨，就纳稷契；他们除水害，就流共工。他们爱人胜过祭祀。”次日雨止，盐人恢复本业，泉货充满府库。
