## 白话译文

〈甲年终致事，不献贤能之书，御史纠劾不能教其所理。辞说：待经三年，则以礼宾之。〉

国家有地官以帅职，乡则大夫而列位，政无苟贰，命在奉初。告于乡里，颁布司徒的禁令；在岁时，登记夫家的众寡。眷言甲者，在此从政，既受其法，如玺印涂，将教所理，犹金在铸。所以俊造察本于乡闾，贤能荐登于天府，同谷永之举士，不失薛宣；类周瑜之贡才，无遗鲁肃。况且致事有典，大比作程，询众之谟，义存五物。礼宾之饮，道在三年，作良命官，是甲未闻失德；赏恭罚否，彼宪何其谬绳！
