## 白话译文

守卫国土的官员，对百姓横征暴敛，用来换取私人的恩惠，天下尚且共同非议他们。何况户部所掌管的，都是陛下府库中的财物，支出收入都有账册，哪里来的羡余？如果从左藏运到内藏，以此作为进奉，就好像从东库移到西库，臣不敢沿袭这种弊病。
