## 白话译文

敕。中散大夫使持節亳州諸軍事守亳州刺史充本州團練鎮遏使雲騎尉賜紫金魚袋李暨等。昔貞觀末，遣孫伏伽等二十二人，各以六條巡察郡縣，以能進者止二十人，獲死者七人，流竄黜免，僅千百輩。以太宗皇帝上聖憂勤之切，百執事奉法公謹之心，守臣為奸，如此之眾。況今黜陟久廢，仕進多門，緬思疲人，每渴良吏，牧守之念，予常軫懷。暨實文士，出典兵郡，不薄為吏，愛我百姓，盜賊奸究。寢而不作，鰥寡孤獨，皆有所養。中庸再分符竹，聞立善政，凡為理者，皆高仰之。今用已效之才，各委共理之任。簿書刀筆，俗吏事耳，慈惠教化，君子宜之，二者較然，爾欲何取。慶乃身帶兩綬，兵分禁營，得佩牛刀，立於交戟。或有鄉裏之譽，克肖友悌之風，百里長人，在王畿內，各思答效，無忝寵榮。可依前件。
