## 白话译文

朕以寡德，纘承鴻業，十有四年。頃屬蠻寇猖狂，王師未息。朕憂勤在位，愛育生靈，遂乃遵崇釋教，誌重元門，迎請真身，為萬姓祈福。今觀睹之眾，隘塞路岐。載念狴牢，寢興在慮，嗟我黎人，陷於刑辟。況漸當暑毒，繁於縲絏，或積幽冤，有傷和氣，關連追擾，有妨農務。京畿及天下州府見禁囚徒，除十惡五逆、故意殺人、官典犯贓、合造毒藥、光火持仗、開發墳墓外，餘罪輕重，節級遞減一等。其京城軍鎮；限兩日疏理訖聞奏；天下州府，敕到三日內疏理聞奏。
