令所司備南郊儀注劄

君王顺应天命开创基业，养育百姓万物，无不承受天命侍奉大地，尊崇祖先敬奉宗庙。在泰坛上焚烧柴薪，用来昭示上天的恩德；在方泽中埋藏玉璧，用来报答大地的神灵。我接受天命于上元，存心于人间，时间已经过了三年，逐渐达到小康，但礼仪还未在天地二仪上展现，深深亏损了国家大典，日夜惭愧畏惧，不敢安宁。应当用蓍草龟甲占卜择日，陈列笾豆礼器，希望展示斋戒洁净的吉礼，用来倾尽昭事天地的诚心。我将在明年正月一日在东京举行南郊祭祀，应当命令有关部门各自准备礼仪制度，务必遵从节省简约，不要导致劳苦烦扰，凡有供需，都用官府财物，府县不得趁机摊派，各道州府不得以进奉南郊为名，随意聚敛，希望能使得庄严清静，用来奉行郊祀。朝廷内外臣僚，应当体察我的心意。
