王世充、窦建德为大邦之仇，我秦王赫然发怒，罪人乃得。班师凯还，驻跸广武。值夜雨作，而东南云际，光焰射天，照见观音菩萨，金身毕露。王顿首拜瞻，喜谓群臣曰：“乃者武事告成，天授神祐，厥功溥哉！”遂敕建兹寺，因名焉。工讫，乃树碣以纪其岁月云尔，时武德五年也。
