求言詔

从前公卿当面进谏，记载在典籍中，尚书令、仆射在殿阶上奏事，也遵循旧有典章。因此臣下能竭尽忠诚，君上能听到自己的过失，君臣同心同德，难道不是盛事吗？公卿以下官员，若有能议论时政的过失、规谏朕自身缺漏的，只要有益于国家、有利于百姓，就应当尽情直言，以挽救时弊。朕一定会施行，绝不忌讳。朝廷任用一人、升迁一职，如有不当之处，也任凭上奏议论。京城文武五品以上正员清资官，各自举荐贤良方正、能直言极谏者一人，任其自行密封进呈。两省官员每十天呈上一次密封奏事，直接议论得失。不必借助文饰言辞，希望能据此评定优劣，用来施行劝阻和勉励。
