營興慶宮德音

门下：朕从前在藩国，这里是府邸。天地未泰，阴阳尚且蒙昧，就有神物显灵，祥瑞开始赐予。在田之际飞嘉气，或跃之时涌瑞池，只有这旧居，加以新宇。周墙仅板于百堵，卑宫不阶于三尺。栋梁之用，毁撤所余，卿用来记载天地的休征，留给子孙的俭约罢了。正值春令变化开始，时在发生，万国来朝，千官入贺。已经举觞献寿，应当施惠布德。何况农桑在候，稼穑正兴，有的幽禁在囹圄，独隔阳和之泽；有的迫于徭役，不能完成农桑之务。说到这里，深为轸叹。徒刑以下罪，脯令责保。应当番兵丁匠等，明显单贫的，所由勘会，并放营农，所在诉讼长官，随事疏理，不要使冤滞。非军国所要，其余不急之务，一切并停。仍加劝课，循植农穑。河北水损户，既属春事，考虑有乏绝不支济的，宜委使与州县相度，量加赈恤。诸处行人之家，及鳏寡茕独不能自存的，州县长官亲加优抚，使得存济。应有差科，量事矜放。且宣风缉化，职在令长。有司铨藻之次，特宜审择其才。惟德与刑，为政之要。近来无闻于风化，多取威于檟楚，理人之道，其若是乎？愚昧之流，或轻抵犯，宜加晓谕，使识章程。其含生之类，不敢辄有屠杀，天下捕猎，亦宜禁断，仍严加捉搦。百司各遵时令，务宏宽大之典，使政理无私，称朕意焉。
