清白二渠，其来源很远，善于利益万物，从古昔就有听闻。所以疏浚沟渠如雨，扛锹如云，利益那秦地郊野，兴办郑国、白公之水利。虽然开垦南亩，人们歌唱日出而作之功；而翘首盼望西成，不借助月亮离毕之润。所以每次加以修葺，建立堤防，各有官员掌管。标于今式，高陵令以迁莺入仕，如翔鸾布德，宣风百里，早合天心。掌管二渠，正当交口，想要加设门堰，想必有前规，就此经营，并非没有往例。但因金堤柳色，未变新枝；玉琯葭灰，尚飘春雪。时节未过二月，事不越三章，府局论罪，私下以为不可，想要加罪，其如言辞何？
